Michelle and Dominique have both written on it, and Crowell & Moring (Michelle's firm) has done an interesting point-by-point comparison of the various agency guidance.  Also, GSA yesterday issued guidance on how contractors should deal with Section 3610 relief on task and delivery orders.  Finally, because Section 3610 relief turns on a contractor filing a request for equitable adjustment (REA), it's worth looking at the Federal Circuit's decision in Hejran Hejrat (CAFC No. 2018-2206, July 19, 2019), which held that what appeared to be an REA could, in fact, be treated as a claim which triggered the Contract Disputes Act appeals process.
