Thank you 01:00:03 Jun Jin: Dear Fady, thank you for your question which I am repeating here - “Are Common Country Analyses under the UN Strategic Development Cooperation Frameworks (UNSDCFs) being used to organize the contribution of each UN agency and how infrastructure is being dealt with at country level?” ANSWER - Although the UNSDCFs are useful overarching frameworks and there is coordination amongst UN agencies at country level on project design and prioritization, final decisions on how funds are allocated is at the discretion of each UN agency and decisions are often donor-driven so the practical use of the CCAs may vary. 01:00:14 Christopher Yukins / GW Law: From an audience member: @Caroline & Benjamin, thank you for the presentation. The Model Law already has provisions allowing local preferences/content and the like in its article 11 on award criteria, subject to three caveats: full transparency in how they operate (ie the same as any other award criteria); legal authorisation at the national level and that they do not break any international commitments. This respects the policy-neutral approach of the Model Law that I mentioned. So the ML can be used to implement preferences and so forth: UNCITRAL recognises State autonomy in this area. 01:08:50 Caroline Nicholas: That means, to answer the question, that States can use the tools in the Model Law to implement their own policies.
