Jim Nagle, of counsel to the law firm of Oles Morrison and a senior leader in the U.S. public procurement bar, has published the foremost history of public procurement in the U.S. government. Jim has kindly agreed to place that work in the public domain. The 1999 (second) edition is reproduced below (GW permission to republish), as is the 2012 (third) edition (in two volumes, plus a rewrite of the last chapter) (publisher’s permission).
