An engaging roundtable discussion with King’s College, London and George Washington University Law School’s Government Procurement Program, to review important lessons learned from procurement during the pandemic.

Emergency Procurement: Sope Williams-Elegbe and Geo Quinot (Stellenbosch University) will discuss South Africa’s experience in COVID-19 purchasing.

Contract Administration: François Lichère (Université Jean Moulin Lyon 3) and Luke Butler (University of Nottingham) will discuss lessons learned in contract administration — including with the use of standard contract clauses.

Buyers’ Coordination: Gian Luigi Albano (CONSIP – Rome / University LUISS “G. Carli”) will review efforts to coordinate purchasing power in the chaos of the COVID-19 market.

Protecting the Supply Chain: Jane Jenkins and Kate Gough (Freshfields) will discuss the UK government’s efforts to maintain a resilient supply chain during the pandemic.

Emergency changes in social services contracting: Clare FitzGerald and Ruairi Macdonald (University of Oxford, Blavatnik School of Government, Government Outcomes Lab) will talk about emergency changes to public contracts for social services, including payment by results / pay for success / impact bond-type contracts.  

Promise of Open Contracting: Lindsey Marchessault, the Open Contracting Partnership (OCP) Director for Data and Engagement, and Nicolas Penagos (OCP – Head, Latin America), will discuss a 12-country study on how open data and open contracting strategies can facilitate governments’ responses to emergencies.

Fraud in the Emergency: Mark Cheeseman, Deputy Director Public Sector Fraud, UK Cabinet Office, will discuss fraud in emergency management and recovery, based on a recent study published by the UK Cabinet Office.
